Members answering roll. were; Lau,`Lutgen~, Haglund, Baumgartner, Campbell. Members absent were; Antolik and Jo~ade. Minutes of meeting held August 28th were react. Motion to approve the minutes. was made and seconded ny Haglund-Campbell. Motion carried. ~3f3U Mr. J®hn Ehggren and Mr. Fran Scl~uek presented building .plans for new store building to be located on present Enggrea store .site.;. sit® had been approved by this Planning Commission earlier-this summer. The new addition ~i.ll also provide an arcade of .smaller shops. Decorative materials will `be used on the fronts. Mr. giggren said he had arrived at a verbal agreement today with bank officials to utilize their exist- hg wall. C~Pbell-Baumgartner moved and seconded approval of the II~ggren building plans. Motion carried. X381 Public hearing 'of City of Lakeville of amendment to zoning ordinance regarding achangein allowable square ,footage, from buU sq ft to 900 sq ft--auxiliary building: structures, particularly garages--was:. heard. Na objections were put forth. Lutgens-Baumgartner moved and s®conded motion to approve amendment to_Ord~ance No, w2. Motion carried. Mr. F Rittenhouse presented a building plan for addition to puildi.ng, across the street fro:a Lakeville Times on 2U€3th Street and Holyoke Av. corner, mown as Gephart karehouse No. 2. He had made two changes in plans since first .discussing them with. Planning Commission= (1) building'will now include a receptionist area,. - and (2) a steel and wood floor, ,instead of concrete. Also, now a 1-story building is planned. Mr. Rittenhouse was informed that if he changes the outside of the structure from these plans, he will head to bring them back to ,Planning Commission for 'approval. X382 M©tion to approve R,ii.ttenhause building plans for .extension on present Gephart Warehouse Building No. L, corner of Holyoke Av. and lOtith St., was made and seconded by Haglund-Campbell. Motion carried. Mr. Carl Dale,-planner,. explained to Planning Commission and interested audience what Fortune `Realty, Mr. B. Watschke, has in mind for property, 16b acres, located NW corner of N,wy 50 and Orchard Trail. TheY• and two others,. are applicants for PUD approval of more than 3uu acres at this site. In his presentation, Mr. Da,7.e explained what was felt-was a gaod commercial- lightindustrial..plan for this property. He explained that, because of the cut-up nature of this land, cri.scrossed with pipe.. lines, wires, railroad tracks--that it did not lend itself to single-family housing, R 1C development. fie said that because of the acut upa features, pockets of some industrial growth .usually takes place, as in neghboring;vicini.ti.es, and then deteriates rapidly. What Fortune Realty is proposing will not let this situation occur, he felt. They are not thinking_of an overnite development here--it would take place aver a period of 5-10 years. Screening of buffer zone is planned, plan would accomodate changing and straightening ld5th St. across the property, bridging the railroad tracks, with road vacation of part-of Orchard Trail towards 35W. Mrs. Ella Foulkrod, who .lives on five ~ ~ acres in northern part of this pro,jeet, said ~ ~ ~ "deadset against it. They promised a buffer zone, instead I have a road." Nis. D. Could be a ma3or office for a ~ I ~ ~~SSZ! ~ 5 ~ large concern, such as (SIC." p ~-~D1~1~5 ~ Hearing from the floor was closed. by Chairman. • ~ Haglund commented, "there is a financial question. I do not think the City would go to the expense of abridge, nor improvements on 185th St. That would be for the developer. We are dealing with concept only. There is a possible street vacation--do not know how residents in°area would feel. Highway Dept. is affected by traffic from 35W• ~ 'fey know or go along with this? ..Will there be plans for a diamond exit or a clover-leaf?" .Baumgartner-was concerned about drainage into Lake Marion. Do we need or desire this at this time? Planner Dale answered that there would have to be a large amount of grading. If this water was kept an site--they would keep it here and control the drain- age sc? no silt would go into`Lake Marion. This would count down on amount of buildable spaces. Planner $ax~ said we were dealing with basic land categories. Any approval of concept, you will very definitely give the developer the go-ahead. Planner Dale said "we have used this concept often in Eagan. Approval. of each and every .phase is done as we go." Lau wished t© know,. "would development be in stages?" Planner Ryan--yes, and .2nd stage means `a great deal of detail. There are ms~or expenses. here-- engineers, etc." Mr. Watschlse agreed that they owned land on west side of 35W, but "pushing on east side of highway because of water and sewer development herd." Haglund asked the residents in this area, "Can you hear the freeway?" Mrs. Foulkrod said, no, they are quite well-surrounded. by woods.," and Mrs. Hammer, "can hear all the way to Elko, if conditions are right." Planner Ryan said "environmental-aspects are • mandatoryin a development of this size.." #383 Motion was made to disapprove the appleati:ons of Fortune Real-tp, Orchard Meadows, and Robert Adelmann, :for PUD development concept for approximately 300 acres on land of Nod corner of Hwy 50 and Orchard Trail, by Haglund, 2nd. by Baumgartner. Campbell said "I am vat convinced that it is not suited to single=family homes where there would be less; desecration of the land if. single-family .homes are built.: I wish to keep. industrial development in park provided." Lau thought "I dan't agree with having industrial this close to residential area." Lutgenssaid, "I agree with the Planner (l~gan)' that. the conercial area should be kept in the. commercial area in Lakeville. I don't like talking. about something to be developed in 15 to 20 years. `Believe this. land is sui able to residential development.'"Baumgartner thought "think he land is properly zoned now." Home Occupations denial'by Council was discussed. Chairman Lau wishes a retraction ` printed in the paper .where it says that this ordinance was instigated by the Planning Commission. Motion was made to approve, and carried. #381 Public hearing of the City of Lakeville of amendment to zoning ordinance regarding a change in allowable square footage-for auxiliary building structures, such-as garageaswasapproved. #3$2 Mr. F. Rittenhouse's building plans for extension of 22 feet. on present Gephart Warehouse No 2, corner of Holyoke Av. and 2Q8th St. 'were ..approved. #383 Tabled public hearings of PUD concept development of Fortune Realty, Qrchard Meadows, and Mr. R. F. Adelmann were continued, This is for a total of some 304 acres of land on NW .corner of Hwy 5© and Qrehard Trail, (1$5th St.). A`unanmous-vote of, denial was made by Planning Commission members. Some of the reasons given were: (1) believe this land is zoned correctly, (2) 35W exit needs to-be improved eo it contains south-exit as well as north, (3) do not know how residents would feel about .:proposed road vacation, believe industrial development. ..should be kept in park provided,.., (5) concern about drainage. Shoreland matter is t© be put on agenda for future meeting. Special point meeting o eansider IIrban Service Area Concept `plan for Lakeville is asked to be set for Thursday, 3ept.'25th, Municipal &zilding, at 7 PM. Chairman wishesa retraction of printed article in paper concerning home occupation ordinance. He'wishes support from`minutes that this ordinance was prepared because of Council .:directive.
