HomeMy WebLinkAbout01-16-75 LAKEVILLE PLANNING COMMISSION MINUTES LAKEVILLE MUNICIPAL BUILDING JANUARY 16, 1975 Meeting was. called to order by Chairman Lau at 8:00 P M with Lau, Antolik, Haglund, Campbell, Lutgens answering roll call. The minutes of the December 26th .meeting were read. Lutgens and .Haglund moved and seconded. approval. Motion carried. 4290 Public hearing of Mr. Joe Duffy to place and keep a mobile home at 8400 160th Street W, was heard. Mr. Duffy's mother appeared as his representative, stating that she ds the one who. lives in the trailer, that she ds not well, and needs to live close to her son. Lutgens and Campbell moved and seconded to approve renewal permit for Duffy trailer, to expire in two years. Motion carried. 46291 Public hearing of applicant Mr. Robert Rystrom to operate print shop in home at 11325 172nd St W (Orchard Lake), was heard. The applicant was not present. Mr. F. Rittenhouse and representative-owner of Valley Printing were present and voicing these objections:. Mr. Rystrom is otherwise employed whereas both these objectors depend on their print shops for their livelihood; Rystrom's home is within a few houses of Rittenhouse's; Mr. Rittenhouse, too, plans on moving his print shop. out of his home as soon as he is able.. This public hearing was tabled until appearance of applicant. (New member., J. Jojade, came.) 46292 Tabled .Item 46286 of Dec. 26th was re-opened. This was a public hearing for Mrs. Suzanne B. Templeton to place .and keep a mobile home at 190th St and Highview Av, formerly Shiloh Ranch, SW~ of Sec. 16. Mrs. Templeton was . present and, although she lives beyond the limits .where she would have to furnish. names of neighbors that they have no objection to the trailer, she did bring ,the signatures of these neighbors, stating they have no objections. Haglund-Lutgens moved and seconded to approve this application. Motion carried. 46293 Upgrading_of fee. schedule for conditional- or special-use permits in the City of .Lakeville was discussed. Haglund made motion to have. the initial fee set at $50 and. the renewal fee at $40. Lau seconded." After further discussion this motion-and second was withdrawn. Haglund-made motion that initial fee of conditional use and special use permits be $100 and the renewal fee also be $100. Antolik seconded. Motion carried. 46294 .Vacancies on the Planning Commission was discussed. Haglund voiced opinion that. membership should be balanced throughout the community. This was agreed. Park & Rec's "Goads, Responsibilities, Procedures", Section VI, was read. (A copy is filed with these minutes.) .Haglund made motion to recommend to Council that Section VI be adopted policy for Planning Commission, regarding vacancies. on the. Commission. Lau seconded. Motion carried.. 46295 Haglund made motion to recommend to Council that K. Lutgens be reappointed as a member of Lakeville Planning Commission for 3-year term.. Antolik seconded. Motion carried. 46296 Haglund made motion that H.-Lau be Planning Commission Chairman for 1975. Antolik seconded. Motion carried. Jojade moved that nominations close. Campbell seconded. Motion carried. Lutgens moved that J. Haglund be vice- . chairman. Campbell seconded. Lau and Jojade moved and seconded that nomina- tions be closed.. Motion carried. Motion that Antolik be nominated for secre- tary was made by Lau, seconded by Campbell. Motion carried. Jojade and Haglund moved and seconded that nominations cease. Motion carried. Members are .asked. to: review mobile home ordinance, themselves, before next meeting,`January 30th--to be able to start complying with Council directive in their Januaryl3th minutes, Item 4675.52. New member, J. Jojade, will read Planning Commission. minutes at the Council meeting on February 3rd. Secretary mek ~ PAGE 3 CITY OF LAKEVTLLE PARK & RECREATION COMMITTEE GOALS, RESPONSIBILITIFS, PROCF11iJPFS SECTION VI COi~MITTEE SELECTION 6.1 The City Clerk shall maintain a listof persons wishing to serve on the Park & Recreation Committee, 6.2 To become eligible for said list, persons shall sulxait a short resume on fora supplied by Clerk; listing name, address, length of time of residence in Lakeville, occupation, experiea~ee in this field, coajmunity: interest, and reasons why they would like. to serve. 6.3 When vacancy occurs on this Committee, Chairperson shall`so infozm City , G7.erk. After vacancy.:. has bean declared by, City Council,`Clerk-shall immediately notify the secretary of committee of the vacancy, along with-list of names and resumes of people wilting to serve. . 6.4 Committee Chairperson shall call special meeting tc interview all persons whose names and resucaes have been sutamitted, notifying City,Glerk of .time • and place. Clerk shall nfoxm City Council in order that they may be present if they so desire. 6.5 It will be the duty of the Chairperson to notify all persons interviewed to infoYtn then of Committee's decision. 6.6 Providing there are qualified candidates.,: reoomme¢Zdations~of the'c~mmttee shall be made to the City Council within thirty (30) days from date vacancy is declared by City Council. $ECTION'VII NEW MII~IBEFt ORIF3dTATION: 7.1 Review of applicants for term ..expirations will begin tMO months"prior to°the vacating .of an-active ~aenber~s teen of office.- One month will be utilized for'ntar'vi.ewsand selections; the second month"will be an orientation month for the chosen candidate.
