Proposed Action
Staff recommends adoption of the following motion: Move to approve the Resolution Supporting the CSAH
50 /Kenwood Trail and CSAH 60/185 Street Mufti-Lane Roundabout Intersection Control, City improvement
Project 09 -07,
Overview
At its January 3, 2011, the City Council authorized a Joint Powers Agreement between the City and Dakota
County for a transportation study to develop intersection traffic control recommendations for the
intersection of CSAH 60 (185 St. W.) and CSAH 50 (Kenwood Trail). The signalized intersection is nearing
capacity which results in severe backup of traffic during morning and afternoon peak hours. Preliminary
results of the study were presented at the February 28, 2011 Council Work Session. The study involved
evaluating two intersection alternatives; a signalized intersection with increased capacity (additional
through and turn lanes) and a Multi - Lane Roundabout with 2 lanes in all directions.
An Open House was held on March 22, 2011 to discuss the proposed intersection alternatives of a
signalized intersection with additional lanes or a multi -lane roundabout. While both alternatives are viable,
the study concludes that the multi -lane roundabout is deemed preferable based on the assessment,
including consideration of safety, mobility, costs and public input. The roundabout would result in less
overall delay for traffic, lower crash potential, and the severity of a crash would be less due to the lower
vehicle speed. Bicycle and pedestrian traffic would be safer in a roundabout with the shorter crossing
distance and lower vehicle speed.
Dakota County, with input from Lakeville staff, evaluated the intersection control alternatives and, based
upon the study analysis, has proposed implementation of the multi -lane roundabout for this intersection to
accommodate current and future traffic volumes. The City has been approved for $1.6 million in federal
funding in 2013, subject to congressional approval of a future transportation bill and funding.
Kristi Sebastian from Dakota County will present the study process and recommendations of the multi -lane
roundabout.
Primary Issues to Consider
Multilane roundabouts are new in the United States, and it will take time for motorists to get accustomed
to driving it.

WHEREAS, the City Council has reviewed the CSAH 50/Kenwood Trail and CSAH 60/185
Street Intersection Study prepared for Dakota County by their consultant, Bolton & Menk and the
recommended alternatives for intersection improvements; and
WHEREAS, based on the considerations of operations and safety analysis, implementing
the multi -lane roundabout is recommended for this intersection to accommodate current and
further traffic volumes.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakeville,
Minnesota:
That the City Council supports the recommendation of Dakota County's intersection study
to implement the multi -lane roundabout for the CSAH 50 (Kenwood Trail) /CSAH 60 (185
St. W.) intersection.
