RESOLUTION REQUESTING THE MINNESOTA COMMISIONER OF
TRANSPORTATION PERFORM A SPEED ZONE STUDY ON KENRICK AVENUE
BETWEEN 185 STREET AND 210 STREET
Proposed Action
Staff recommends adoption of the following motion: Resolve to request that the
Minnesota Commissioner of Transportation perform a speed zone study on Kenrick
Avenue between 185 Street and 210 Street
Passage of this motion will allow an evaluation of the roadway, an assessment of traffic
conditions, and a review of the current speed limit.
Overview
Under Minnesota statute, the Commissioner for the Minnesota Department of
Transportation (MnDOT) authorizes the establishment of speed limits. When local
authorities feel that a speed limit is either greater or less than is reasonably safe, they
may request a speed zone study to determine a reasonable and safe speed. In
completing a speed zone study, MnDOT investigates various factors including road type
and surface, access points, segment length, and traffic volume and speed.
The current speed along Kenrick Avenue between 185 and 210 Streets is 55 miles
an hour. This is a rural road segment and is considered a minor reliever for the City, a
minor arterial that provides direct relief for metropolitan highway traffic. In a review of
department files, there is no speed limit study on file. The current speed limit reflects
the speed limits established in Minnesota Statute 169.14 for the type of road segment.
Since the speed limit has been posted, significant development at both ends of Kenrick
Avenue, along with access to both Casperson and Ritter Parks, has prompted
increases in traffic flow. Staff has reviewed road conditions and recommends a speed
zone study.
Primary Issues to Consider
• The need for a speed study. It is prudent that the City periodically revisit posted
speeds along its roadways as significant changes occur that change traffic density
or traffic patterns.

WHEREAS, pursuant to state statute, local authorities may request a speed
zone study when they feel that a speed limit is either greater or less than is
reasonably safe, and
WHEREAS, residential development and commercial development have
changed traffic density, and
WHEREAS, an assessment of a reasonable and safe speed along this road
segment is necessary.
NOW, THEREFORE, BE IT RESOLVED, that a request is made of the
Minnesota Commissioner of Transportation to perform a speed zone study along
Kenrick Avenue between 185 Street and 210 Street.
