Answering roll were; Dunham, Lutgens, Brandes, Lau, VanBellinger, Antolik--Haglund later. Minutes of the January 11th meeting were read. Brandes and Antolik moved and seconded approval. Motion carried. 1. Public hearing, David A. Skokan, variance to lot size, .Lot 11, Block 1, Liberty Heights (Orchard bake). Brandes made the motion to approve the variance, subject to building inspectors approval. 2nd by VanBellinger. Carried. 2. Public hearing, Gerald J. Godwin, conditional use permit for gun shop, repair and sales, Lot 16, Block 9, 16669 Foliage Av. (Valley Park). Brandes made the motion to approve conditional use permit far one year, then renew--Antolik 2nd--motion carried. 3. Public hearing, Paul Krause, re-zone from 4-B to R1C residential district "All that part of the S ~ of the SW ~ of Sec 1, T 11t~, R 21, with two excep- tions." (©rchard Lake) Brandes made motion to have Mr. Starr check the ~ plans before the next meeting of the Planning Commission, Feb. 8th. 2nd by Dunham. Motion carried. (Land content is little more than 16 A.) n 4. Public hearing, Paul Krause Enterprises, preliminary hearing on plat, two a tracts of land, both in the SE ~ of NE ~ Sec 2 T 114N, R 21W~Orchard Lak®) ~ a. Beginning at the SW corner of said S ot~ N. and running .thence F along the S line thereof to the SE corner thereof; thence N along o ~ the E line of Said S of N a distance flf 150 feet; thence N 82 21~ 40 W a distance of 675eet.; thence N a distance of 423.55 feet to the centerline of a township road; thence southwesterly along said centerline of road to its intersection with the W line of said S of N E~ distant 401.5 feet north of th® said SW corner; thence S along the said W line a distance of 401.5 feet to the point of beginning; subject to the town road as contained therein. Said tract containing 12.04 A. b. Commencing at the SE corner of said SEA of N and running thence N along the F line thereof a dist~rtce of 1,50 feet to the point of beginning, thence continuing N along said E line a distance of 567 feet; thence N a distanaa~ of 165 feet; thence N a distance of 44,5 feet to the center- line of a Township road; thence S along said centerline a distance of 124.12 feet to the point of a tangential curve to the right; the~,ce on the Chord to said Curve W a distance of 414.2 feet; thence S a die- fence of 423.,55 feet; thence SE a distance of 675 feet to the point of beginning. Subject to the Township road as contained therein and over a strip of land 30 feet in width for additional YI~ad purposes. Said tract containing 11.2 A, Brandes made motion to table this preliminary hearing until both Park and Rec and Water and Sewer Commissions can revsew this plan and get a study on type of soil ri this area. Antolik seconded; motion carried. 5. In the matter of the Bernard Schweich public hearing for placing and keeping a mobile home on his property on Ibdd Blvd North of Lakeville {oi+~ fawn) Antolik made the motion to deny this application since this is the third time • that no one has appeared. VanBellinger seconded. Motion carried. ~tenry I,au refrained from voting, feeling that all applicants should be treated the same. (The above numbered items are all public hearings--the following notes are on material and plans that people brought to the Commission for discussion only.) 2 PLANNING COMMISSION MINUTES January 25, 1973 Two representatives for Manders Diesel, a Mack dealership, presented plans for a building to be located on old`Hwy 8 and 215th. St. They are presently in business on Hwy 13 and Co. Rd 5, but property and building are too small. Property they are interested an building on is 3 A in content, but there is a belo~r grade situation. Brandes made the motion to table any mare dasrtnssaon until a variance for building below-.grade is obtained. Lutgens seconded. Carried. Bab Laddesau presented plans in concept form for 62 A of land known as the Stommes farm. Woodbury is .the name for the development. It is probable that the run-off water problem that exits for other properties in this area, also exits here. Brandes made the motion that Mr. Starr be authorized to go to the ASC in Farmington to determine-the water situation in the whale area of ~nnay~s Hall Farm, Dynasty holdings, l~olstad's Brookview Park, etc., and include the I+~. Barrett farm--find out any details that are necessary in order that the Commission wi11 be guided in their thinking. Lau seconded. Carried. A prospective buyer, Mr. Steve. Johnson, has inquired about buying metal shed that is awned by the Telephone Co. at t}rchard Lake. Th® shed is on land 25 feet wide by 6$ feet deep. It was. the consensus of the Commission that this is too small and while useful to a utility should not ~ used for any other purpose. Antolak motioned ..that Commission adopt policy of no outside storage on buildings: that are below-grade. Haglund second~l.
