" MeeEing was called to order by Chairman Lau at 8:00 P.M. All mernbers'srere
present and answering roll: Dunham, Lutgens, Brandes, Lau, Antolik, VanBellinger, and
Haglund.
Mititstes~of the January 25th meeting were read. Item No. 5 should be changed
to read POLau voted nay'-'-not "abstained from voting". Brandes madethe motion to approve
the corrected minutes; Dunham seconded the motion. Carried.
1. `Public hearing to consider the application of Charles and Thomas Berres for
'=°piacing and keeping mobile home at "17134 Dodd Blvd was held. VanBellinger
made the motion to approve the mobile home applica ion, two-year permit.
Dunhamseconded. Carried.
2. `Public hearing to consider. the application of Menders Diesel Repair, `Inc.
for variance as to elevation of building on lot bordered: on 'N by 215th St
and on W by Qld State. Hwy'65, was held.. Brandes made the motion to deny
application for variance, `in the light of'-Planning Commission's `previous
recommendation (see'Jan. 25th minutes) to deny applications where there
is outside storage planned on below-grade situations. Antolik seconded.
Carried.
Public hearing to consider applicatic~.`of National Capital Corp. to re-zone
_ from•R-1C to R-2 (double bungalows), ~r~.;~ heard. This is on "part of W Z of •
-NW' ~ of Sec 9, T 114N, ,R> 20W.-" This pr?.taerty lies within the:,particular
watershed that concerned the Planning Carnmission at their Jan: 25th meeting,
- Mr. Lee Starr was authorized to visit tk~e ASC office and learn details that
would guide Commission: .Lau made-thF: noon to table any re-zoning decision
until information is forthcoming frog. ;.ha ASC office on surface water situa-

°Representatives of Mutual Capital Corp. asked Commissions feeling about
development'to be known as Oak Hills, located on 178th St W close to Ipava Av. Same

>COpies`of model ordinance for underground utilities were distributed to be
read and studied -by next regular meeting, February 22nd.
VanBellinger made the motion to adjourn, second by Antolik. Carried.

RE: Pre[iminary:P(at'- Kingswood Estates (Paul'Krause) ,
I have reviewed the i<ingswood Estates`p(at proposal and visited
,the property under consideration.
B,gSIC CONSIDERATIONS
1. The property consists of roI[ing and steep sibpe topography
and contains four ponds. It is located on Lai<e Kingsley
with access from Klamath T"rail.
2. The properly is covered by; strongly sloping to sloping Loam
soi`Is onsandyglacial drift-and glaciai:drift. This `genera[
' group of soils presents'i,imitationsto development`because
of slope steepness,.,erodability during construction,~and
• soil absorbtion sewage system problems. Although>these
soiis are .:permeable and-absorb sewage...rapidly, deep cased
webs are needed to prevent contamination of-water supplies.
Sewageeffiuent can aiso'contaminate streams and other water
bodies in areas '.covered by these soils.
3. A number of areas>on proposed lots are in excess of 20`
slope. Drainfields should not be piaced on s(epes above 18`,"
because of the hazard of side-slope seepage.
ANALYSIS
This site is characterized by significant steep slope areas and
soils with permeability'characl~eristics hazardous'to welts
and surface `waters. Many tots, although .:Large in size, present
serious building and sewage disposal problems because they
contain pond„and severe<slope areas.
SUMMARY RECOP~IMENDATION''
I. Afi'pond areas should be_dedicated as open space. Water
surface should not be included in lot area calculations.
' 2." Lots in the R-[A zoning district portion of the property
should be at least gone-acre in size. Minimum [of size in
the R-IB portion of`the property should be increased to at
• least 40,000-:square feet.
3. Serious consideration should be given to the advisability
of permitting platting of lots that are almost exciusiveIy
steep slop"e, particularly with the on-site sewage disposal
probiems"inherent in this area.
