t'AGE 1 LAKEVILLE PLAiVNING CQMMISSION MEETING • THURSDAY, NEW MUNICIPAL. BUILDING .MARCH 29. 1973 Meeting was called to order by Chairman H. Lau at 8: p0 P.M. Members present were: ~.inham, Brandes, Lau, Antolik, VanBellinger, Haglund. Lutgens was abs~t. Brandesand Antolik moved and seconded to approve the March 8th minutes as read. Hrandes and Dunham moved-:and seconded to approve the March 12th special meeting minutes as read. Both motions to approve the minutes carried, 27. Jackson Hgts. 2ind Addn ublie head for`prel~minary hearing tin plat "All that part of the S ~ of the SW of Sec 1, T114, R21, with two exceptions", was held. John Hrkal of Park and Rec gave report on park land proposed in this area, which will be presented to -the Council Mondsy, ,April 2. There is opposi- tion by three present home owners as to where park as to bestuated under present time, hots 4 & 5 and Lots 13 & 14 in ;Tao .son Hgts 1st acid-2nd Addn's. (;These lots adjoin,) Mr. James Therum, homeowner on Lot 3, and neighbor, Mr. Gary Coram were in attendance and voicing apposition. Mr. Ed Asbury and Mr. John Jones, with approximately 1$`more homeowners, were wanting approval of suggested park lots. Ed Asbury stated `that there are fifty-two families and 103 children living in this development and these lots are the best suited • for their parkneeds=-also there`is a petition now with Park and Rec to this .effect. Public hearin for placing-and keeping mob3,l.e home, Gerald M.'Guptill, applicant, on Lot S~Addn, Minn Orchard Gardens, 'Sec 2, T114, R21W. Mr. Guptill plans to build a home in near future. Brandes-made motion to grant the application .not to exceed one year......{This will run from April 1, l~?3 to .April 1, 174.) 'Haglund 2nd. Carried. 2~. Public hearing to carisider application,af Vadis Beauty Nook for beauty shop in homeon Lot 1, B~.k 3 Park fierrace 3rd Ad.dn,was heard. "here has been a' beauty shop in the Austad home for the past 11 years with no complaints",:.stated Mr. Larry Austad. It is their plan to have their how on a larger_1ot on 208th St, plus greater advantage of doubledriveway for. parking facilities for patrons. Neighbors Charles Terry, Bill Ainsworth,. Louie Besser, Mrs. Dennis Corcoran,' Steve 'Schultz all voiced opposition, concerned with traffic probl~ns, children between parked cars, and possib3lity`of two-'more such hams shops contemplated in this neighborhood.. They spoke for an approximated delegation of 12 or more, also in opposition. Mr. Glenn Krejce, applicant at public hearing ;far home beauty shop at April meeting, states `that there will be no more than three cars parked in his driveway at one time. Public hearing, preliminary plat hearing, Weisner Estate, for apart of 'Govrnt Lot Sec 2, T114~1, R21W'~. Mr. Don Ruedy presented the plat. Neighbors Hrkal and Anderson were present and ,had no objection. Haglund made motion to' a rove preliminary plat, 2nd by Brands, carried. 32. Site plan, Cc> K~_ 'tchen, to,be built at junction: of Hwyts ~ and.35w, was presented"by Mr. Dick Ozment. Brandes moved; to prove sits. plan of Country Kitchen, Dunham 2nd, carried. 33. Haglund and Brander moved and 2nd to a rove variance of 3-feet in highway sign for Country Ki.tchsn. Carried. 34. Public hearing, preliminary hearing on plat, Mutual Capital Corp (Oak Bills), f the 5~ of Bec 7, T114, R2aW, except the x'1,320 feet thereof; and also except the. N' 348.4$.-feet of the E 5dC feet of the SW~ of Sec 7. T114, R24W, containing 70.3 A more or less. Lau moved to a rove preliminary plat with the understanding buildings be on 2'~ A until such tizae as water and sewer is available... .Haglund 2nd. Carried. 3~. Mr, Gl~nn.Kl.otz desired Commission recommendation that he have 7 bualdng permits on the recently rs-zoned 2,5 A of land at Orchard:Lak~ on 172nd St acrossfram t1us~ Anne Terrace. Houses will all be well badcfrom 172nd St, but road'. frontage would have to be 1~0 feet, in some cases.. Brander moved. to grant recommendationto allow frontages for 7 homes, Haglund '2nd; :carried. • DISCUSSTONs Mr. Harold Smith wishes to build on property at Orchard Lake between Henry.Lauand Archie Gerhardt. He will apply for .public hearing for 12th of April,. Mr. Gene Jacobson showed plansfor development on Hwy N of school site:, that Gea. Grohoski is considering,. Four men from SCS office in Fgmt showed slides, colored map of watershed in $ sections northern part of Village of Lakeville, and topography map of same area, and gave advice of how to deal with the problem surface water has created. Mr. Bob Lueith and.. Mr. Sayers. spoke of soil, and drainage probl~ns here anal advised if other maps ewers needed they all bs made to uniform scale, 8!~ to mile. 3b. Brander made motion to recommend to Council that they consider having the entire Village mapped with the same graphic illustration .that we havg~ f these eight sections, that is, soils' maps, appro,~c3mate cost one thousand~welve hundred.. dollars.
