Meeting was called to order by Chairm8n Lau--ail members in
attendance. Motion to approve the minutes of the June 14th meeting was made
by Antolik, seconded by Dunham. Motion carried.
65. (continuation} Public hearing, Elizabeth Seely, to operate home for
boys, 17299 Flagstaff Av. Appearing to answer questions in behalf of Mrs.
Seely were countp probation officers Silowski and Self, Also speaking in
support were Mr. John Wren and Mrs. Dorothy Gannon. No one spoke in opposi-
Lion. Haglund asked to see a copy of rules governing r~uch a home, but there
were none .at this meeting.- Silowski explained what they contained, however--
no boy may have a car, limitations on money a bay may have, etc. Dunham made
motion. to approve special use :permit for Mrs. Seely for one year--Haglund 2nd.
Lau voted "nay"---eRplainng the surrounding yard was littered and unsightly.
Motion carried.
64. (reviewal} Mrs. Rosalie Peterson (not present) had a,public hearing.
June 14th for placing and keeping mobile home on 172nd St and Highview Av.
At that. time she was granted a,permit, together with Mr, and Mrs. Charles G.
Drinkwater who wished to purchase the land and eventually build a home. The
Dxinkwaters have now changed their minds and Mrs. Peterson wants a permit in
her name. only. Mts. Peterson .now lives in So. St. Paul. Haglund made the
motion, seconded by Antolik, to deny Mrs. Peterson a permit. Madan carried.
45. (continuatiom) Public. ,:.hearing of Paul Krause Enterprises far final hearing
on Kingswaad Estates plat at Orchard Lake--"tract of.land in the SE's of NE's of
Sec 2, T1I4, R21W"--was heard. {This had been postponed from April 12th meeting
at their request.} Van~llingex, 2nd by Lutgens, made motion to grant approval of

plat of Paul Krause Enterprises for Kingswood Estates. Motion carried.
Under discussion were plans of;
1. Instant Homes--would like to show-trailers for sale on land
at Orchard Lake next to 35W Truck Stop and red and white "igloo". There was
no provision made for sales at their park located at Hwy 50 and Cedar. Re-
action of Planning Commission was favorable in the majority.
2. Harry S. Johnson Associates--invited opinions on their plans
to develop tract lying west of 35W, between highways X70 and #64. Their over-
all plan of buildings apparently was good, but drainage is questionable, and
their traffic problem might be unfavorable. Sewer and Water Commission,
according to their minutes of June 6th, felt that nothing should be done here
until water and sewer is available--majority of Planning Commission members
are in accord with Water and Sewer Commission.
It was directed that a leaeter be written to Mr. Patrick Farrell,
in answer to his of June 11th, concerning section 4.32. of the zoning ordin-
ance. Motion made by Haglund, 2nd by Brandes, to write to the effect that
"we adher to original resolution of Water and Sewer Commission that there be
no development in newly platted areas unless served by water and sewer--or
unless the developer puts it in--we see no reason for an admendment to Ord. 42,
Section 4.32, but wish to adher to present ordinance as long as existing
provisions are strictly adhered to". Motion carried. (Copy to Water and
Sewer Commission.)
Brandes will read minutes to Council on July 9th.
Motion to adjourn at 10:40 P.M. by Haglund, 2nd by Antolik.
Motion carried.
