MINUTES OF THE PLANNING COMMISSION TE~iURSDAY, NOVEMBER 29, 1973 • All members were present: Lau, Haglund, VanBellinger, Antolik, Brander, Lutgens, and Dunham. The meeting was called to order at 8:00 P M. Minutes of the meeting November 8th were read and approved--Haglund and VanBellinger motioned--motion carried. Continuation of tabled Item No. 115, public hearing for conditional use permit of Marey's Ceramics to operate in home, (Robert J. Wiemann), was dis- cussed. 'This will be mainly a teaching operation. There is an electrically operated kiln. Brander was concerned as to exits, feeling there should be more the one. VanBellinger made motion to approve conditional use permit of Marcy's Ceramics for t' e mi of one year, and Fire Departanent inspection before the shop opens . ~Lvoe`~to any, explaining he felt there should be more than one exit. Motion for approval carried. Shop locaton:16230 Franchise AV. 119. Preliminary hearing on George Grohoski's Lakeridge Plat was heard. Location of plat is Government Lot 1, Sec 19, T11~+N, R20W; also that part of Government Lot 3, See 2~F, T11~+N, R21W, lying easterly of Mpls., Northfield, and Southern RR right of way; and also all that part of the SE,-~ of the SEA of Sec 13, T11~+N, R21W, lying easterly of the Mpls., Northfield, and Southern RR right of way, except the East 10 acres thereof. The plan is for 96 lots on land content of approximately 63 A. Interested neighbors present and voicing ob~eetion were Mrs. Sheldon Curry who has had expensive sewer problems; Mr. Joe Williamson stated. his belief that no development should be done until it is found out how • high Lake Marion can go; Mr. Leo Gray stated that lake-level lots have moisture all the ,time; Mr. Clarke stated that he agreed with Mr. Gray, and drainage problems would always exist here. Planner Lee Starr's opinion was one of concern over low-lying lots and amount of grading to be done, also,on steep slope. Brander made motion that "based on what we have in front of us, and Planer's recommendations, application of Lakeridge Plat be denied. Haglund seconded. Motion carried. Supt. Don McGuire asked for time to give progress report and status report on new Lakeville Sr. High School. Location'`is between Hwy. 50 (west side) and RR tracks--just NW of main village, and contains 69 A. The final bond sale has taken place. Sept. 1975 has been set as the occupancy date. Tentative drawings were shown and explained--the building will be reetariga.T,a~ashaped, running longways North and South, with car-parking lots to be in front of building, or East side, and bus and service driveway on West side. The State Dept. has plans for a service lane to be build on West side of Hwy. 5D, locally known as "Redmond's Hill". Mr. Jack Fainc~~n~ and Mr. Brad Mayfield were present, asking for a di~- cussion and information for a building permit on 10 A, south end of Sec 36, along 35W and "old" No. 65, for an industrial business, their intent is to sell sites for a private industrial park. Questions arose concerning PUD. What should determine lot-size where there is no water and sewer avail- able was item for discussion. Planner Lee Starr stated there are two approaches • to determine lot-size. Ong would involve detailed perculation tests for each. Lot-size might be set at 3 A. Where there is a question, the land could be developed with the use of a variance. It was the consensus of opinion that whatever amount is set in the zoning ordinance, it should take the burden off the Village and be the developer's risk. l , NOVEMBER 29, 1973 PAGE 2 Brander motioned and Alto ~s~ec~onded--there should be a public hearing to amend Ordinance No. ~2,~ ``~o. , to provide for three acre lots where there is no water and sewer, and there should be ten days published notice. Motion caxried. Discussion on PUD's followed. Definition of PUD was given by R.-Lee Starr-- `original concept of PUD was conceived to allow flexibility on large-scale develop- ment; it permits flexibility and fairness to the developer, plus control by governmental body. Mr. Starr will bring his ideas on an admendment to ©rdinance No. 42 to govern PUD's. Talk and discussion on sidewalks in the Village will take place at the December 13th meeting. Extension of Highview Avenue was discussed. State Aid is involved in this matter. Haglund will read the Commission's minutes at the next Council meeting, December.-~6.
