HomeMy WebLinkAbout11-09-72 'i MINUTES OF THE LAKEYILLE PLANNING COMMISSION MEETING THURSDAY NOVE~SBER 9, 1972 Chairman Lau called the meet3.ng to order at 8 P.M. All members were in attendant®: Dunham, Brander, Lutgens, Lau, Antolik, VanBellinger, and Haglund. The minutes of the special meeting Monday, Oct. 16th, concerning Gene and Terry Reisinger re-zoning and conditional use permit for approximately two acres, were read. Brander and Haglund made and seconded the motion to approve.minutes. Motion carried. The minutes of the Oct. 26th meeting were read. Antolik made the motion to approve them, YanBellinger seconded. Motion carried. 1. Public hearing was held to consider the application of Freeway Harley-Davidson, Inc. for variance to the height. of sign on land at the corner of County Road No. 46 and 3,~W Service Lane, Section 1, T114, R21W. Mr. Jim Stebbins would like a 4,~ft. sign, placed on a pole. Haglund made the motion to grant the variance, subject to any road changes__time limit being placed at one year. YanBellinger seconded the motion. Dunham, Lutgens, Brander, Antolik, Yan- Bellinger, and Haglund voted aaye"~. Lau voted "nay a. He felt that a sign such as this might prove a distraction and so cause accidents, indirectly. Motion carried, . 2. Public hearing was held to consider the application of Tri-State Machinery Co. for conditional use permit for outside storage on land described as East 417.42 feet of West 9.07 feet. 42' of South 208.71 feet of SW ~ of the NW , Sec 6, Tll4, R2O. No representative of Tri-State Machinery was present. Neighboring .property owners, Mr. and Mrs. Joe Gunderson objected to the storage the way it is at present. Mrs. J. Peterson and Mr. and Mrs. Gordy Leibfried, also neighbors, are unhappy with existing storage conditions. Haglund made the motion to table the matter until further study is made. Lutgens seconded-the motion. Motion carried. 3. Brander made the motion to ask the Village Council to instruct the proper authorities to have the R. F. Kirkman Co, comply with the outside storage permitand conditional use permit that were granted to them. Also Aquarius Swimming Pools and Tri-State Machinery to comply with their permits, particu- larly regarding fencing. VanBellinger seconded .the motion. Motion carried. 4. Mr. Glen Nord, representing Mr. Banks, inquired about possible re-zoning of property. Haglund and YanBellinger made and seconded the motion to adjourn the meeting. Motion was carried. Time; 9:30 P.M. The Planning Commission would also like to know if the applicants wishing re-zoning has been to the other committees and commission? Does the plan have ASC approval? Under pollution requirements: what is the sewer situation? E. Gabiou, Co. Nwy. Engineer ' SUBJECT: P.eview of Proposed _Plats Gentlemen: Chapter 580 of the T4b7 Session Laws was'en~cted by he Minnesota -State Legislature. This chapter amended :Minnesota Statutes of l 465, Sections .505:02, 505.03, 505.04, 505,08,`and 505.2: Among other things, .Subdivision 2 of Section. 2 .requires :that all plats abutting: a County Road or County-State-Aid i-iighway' b~ referred to the County i-tighway .Engineer of ..the County in .which land is platted for the `Engineer's review and comments. This same provision applies to Trunk !-lighways..within • your corporate limits,` in which .case the preliminary plat should be submitted to the Commissioner of State Highways for his review and-comments. It is very desirable #I}at two-way con~rnvnications be established between the county and local communities, so' that we can help each other plan for pleasing and efficient development, reduced ov`r-lapping services,' and minimize untimely capital improvement` projects. The staff personnel of the Highway, Planning and Surveyor's Departments are very willing to 'review' your preliminary plats' and offer their .comments and assistance, without any cost to .you,' other than :perhaps the cost of furnishing a print of the proposed plat. This exchange of .mutual concerns could minimize some of -the potential conflicts that could occur regarding access `and right of vray sit-back along county roads, and thereby improve highway safety and .capacity, l am sure that this .exchange of information can be very beneficial, and can save both public and developer a considerable ornount of expenditures, 'as .well os minimizing the impact on the environment and ecology.
